- Dear Bidder,The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.Below is a summary of the work to be performed:The consultant will conduct a comprehensive legislative review of employment laws in the Republic of Palau to assess alignment with international labour standards and national development priorities. The work includes a desk review of existing laws and the 2014 ILO review, comparative legal analysis, and stakeholder consultations with government, employer, and worker representatives. The consultant will identify legislative gaps—particularly on contracts, OSH, gender equality, social protection, and migrant labour—and propose concrete legal reforms and draft provisions.Deliverables include an inception report, draft and final legislative review reports, a stakeholder consultation summary, presentation of findings at a validation workshop, and a final consolidated report. All outputs are due by 20 October 2025, with the assignment expected to run over 10 weeks from 11 August 2025.The consultant must hold a relevant degree in labour/employment law or a related field and have demonstrated experience with international labour standards, legal reform, and Pacific labour issues. Strong analytical, drafting, and stakeholder engagement skills are essential.Payment will be made in four instalments, tied to the submission and approval of deliverables.
